Someone tried that argument with this Spencer guy. His "rebuttal" was that his immigrant ancestors built the country, so that gives him some sort of special dispensation. It might be news to the 300 years of Spanish administrators in Mexican America that they weren't civilized by European standards, weren't developing the land, etc. It might be news to the Indians they trod under their heels, too.
